Licensed in 2008

A native of Peoria, Illinois, Thomas Howard graduated from Illinois Wesleyan University and Marquette University Law School. Over the course of his practice, he has obtained multi-million dollar awards, enforced judgments, and secured his client’s rights while advising on how to reduce both time and costs incurred in enforcement of contracts through litigation. He serves on the Illinois State Bar Association’s Commercial Banking, Immigration and Judicial Evaluations Section Councils and has been awarded both as a Rising Star by Super Lawyers and as an Emerging Lawyer by Leading Lawyers since 2015. Throughout his practice, he has been an entrepreneur focused on creating value.

Software Development

In 2013, Tom wanted to reward people for buying a novel that he wrote in 2010 on the marijuana laws and came up with an idea for a political advocacy application.  He and an investor formed an LLC and built the political advocacy app, Callitics He began teaching himself coding and how software and the internet works.  He has worked and collaborated with teams all across the globe, developing a network of trusted developers that he can rely upon to architect and engineer custom software solutions across platforms, in addition to extremely crucial marketing and design elements all businesses with an online presence require. After pivoting and learning the software and web business for several years, Tom Howard created a tech company named Stumari to help design things, like this site, and other software builds.

Immigration Software

In spring of 2016, Tom Howard wanted to start using his software knowledge for his legal practice. An H-1B visa application came across his desk and he knew that it could be coded because of the type of data and volume of applications that required standardizations. He did some research to determine the size of the market and demand for web-based solutions to streamline the process businesses face when trying to hire the world’s best technical skills talent. With the data in hand, Tom Howard went back to the teams that he had built with Stumari and began designing a new solution for corporate immigration issues.  Not only must the visas conform to shifting rules from the Customs and Immigrations Services and current President, but then the visa holder’s status must be managed to always be in compliance. The development continues to this day and helps people realize their American Dreams.

Collateral Base

By 2018, Tom Howard had performed over 100 commercial mortgage foreclosures and had seen enough bank litigation to recognize patterns of it very deeply. He also stayed on top of trends in the legal sector and began to see synergy of his tech and bank litigation skill sets. As a result, he launched the Collateral Base as a resource for commercial bankers and to highlight the ever evolving landscape of secured transaction and financial institutions law. Tom Howard blends his software and legal skills to provide flat fees for commercial bank litigation, and use the data from the practice to continue refactoring and refining the service offering to his community bank clients.

Licensed to practice since 2008, Tom Howard has represented numerous financial institutions in litigation to enforce their security interests.  Over the past decade, he has assisted numerous community banks in complex commercial work outs involving some of the most sophisticated financial products in the banking industry, from participation loans to mortgage backed securities and everything in between.

Mr. Howard joined Hall Rustom and Fritz in June of 2018 to expand his legal offerings to business clients to include a higher level of service through his knowledge of technology.  To assist downstate community banks with flat fees for uncontested litigation, he has designed and built the Collateral Base website, where he publishes regularly on security interests and offers his flat fee menu of services.  He also built automation systems into his bank litigation practice to facilitate his flat fee offerings.

He brings to Hall Rustom and Fritz a practice specializing in creditor’s’ rights, loan documents and related contracts, Uniform Commerical Code issues, replevins, guaranty actions, and bankruptcy. He has successfully resolved numerous multi-million dollar non-performing loans for many community banks throughout Illinois.  As a result of his efforts, Mr. Howard earned Rising Stars by Super Lawyers, and as an Emerging Lawyer by Leading Lawyers from 2015 to 2018.

Mr. Howard represents financial institutions and business creditors in commercial litigation and bankruptcy matters.  He has a broad experience in real estate mortgage foreclosures, replevins of personal property and  suits on notes and guaranties.  He also represents creditors in loan workouts and in bankruptcy matters to enforce their rights.

He frequently publishes articles on the same and has even published a book on the history of the marijuana laws.  He often posts YouTubes regarding issues faced by the cannabis industry, and advocates for allowing cannabis businesses to access banking services by dropping cannabis from the Controlled Substances Act, which requires an act of Congress.  To further develop his cannabis practice and help the state of Illinois transition from medical to full adult use of cannabis, Mr. Howard designed and built CannabisIndustryLawyer.com.
